Kearstin is a practiced planner, affordable housing developer and project manager. She has 20 years of experience leading projects that achieve housing outcomes through an equity lens. Kearstin managed predevelopment for affordable housing projects, including a 1,000-unit master development on public land in San Francisco’s south side. Kearstin has led community-based planning efforts, developed impact fees, inclusionary programs, density bonus programs, and ADUs. Kearstin’s practice includes land use, value recapture, affordable housing policies, community engagement and long-term planning.

Kearstin Dischinger served as the co-lead for the project representing BRIDGE Housing and leading the affordable housing development partners Mission Housing and Habitat for Humanity. Kearstin’s served as manager from 2017 through 2021. Kearstin’s role included all site-wide tasks such as site design, land use planning, infrastructure planning, negotiations around purchase of public lands, and building specific management for the 500 affordable housing units in four projects. Kearstin developed 20-year budgets for horizontal infrastructure and verticals (4 affordable projects); identified and secured sources for the project including IIG, CFD, AHSC and local funding.
